In this engaging and motivational presentation, Dr. Kern focuses on the essential ingredient in all good safety programs – mutual trust between pilots, maintenance technicians, aviation managers, and state regulators.  Tony points out that aviation operates on an “assumed compliance” foundation, and when professional discipline breaks down resulting in noncompliance, that profitability, effectiveness and safety are all severely compromised.  Dr. Kern will emphasize that this relationship holds true in any international culture, but must be approached in different manners depending on the level of expertise, oversight and national cultural norms present in Latin America.
