a D.O. degree from the University of Health Sciences, a Ph.D. in Aerospace Engineering from Wichita State University and a Masters in Nuclear Engineering from Penn State University. Dr. Lay has been involved in aviation and medical teaching for over 32 years. His past work experience includes Flight Test Engineer for Cessna and Beech, Engineering Test Pilot for Beech, 10 years as Emergency Room Physician, 33 years as a practicing family practice physician, specializing in aerospace medicine and addiction medicine.
He is a senior Aviation Medical Examiner doing approximately 1500 examinations a year, a Medical Review Officer and Substance Abuse Professional and a medical sponsor for pilots with addictive disease. He was awarded the 2007 local and regional FAA safety counselor of the year award. His flight experience includes over 10000 hours flying.
He holds ATP license with multiengine land and sea, and rotorcraft-helicopter ratings and is Boeing 737, DC-3, N-B25 and G-111 typed. He holds commercial privileges in airplane single engine land, sea and glider. He has been an active flight instructor for 44 years. His CFI ratings are airplanes single and multiengine, rotorcraft-helicopter, glider, instrument airplanes and helicopters. He holds an A&P license.
He is currently a designated pilot examiner for airplanes and helicopters private through ATP and SES and CFI for helicopters. Dr. Lay is currently working part time as an EMS pilot for Life Team in Hutchinson Kansas, flying a Bell 206 and is their 135-check airman.
Dr. Lay is also a Reserve Sheriff Officer and fly’s a 690A turbo commander for prisoner transport. He is a firearms instructor for pistols, shotgun and precision scoped rifle. He also is a concealed and carry instructor for state of Kansas.
